About Us
We are a group of Hong Kong human rights defenders with backgrounds in legal and policy research. In 2022, we founded the Hong Kong Centre for Human Rights with the aim of providing the public and the international community with reliable information on human rights, the rule of law, and political developments in Hong Kong. Drawing on international human rights law and standards, we analyse and interpret the situation in Hong Kong to enrich public thinking and discussion.
Our work includes:
- Monitoring and documenting developments
We keep a close watch on human rights, the rule of law, and political developments in Hong Kong, and provide credible and reliable information to the public and the international community. - Research and analysis based on international standards
We study and analyse the human rights situation in Hong Kong through the framework of international human rights law and standards, producing research and reports that help deepen public understanding and debate. - Public education and capacity-building
We provide human rights knowledge and information to the public, and offer training for those who are committed to promoting human rights and strengthening civil society.
We share the same conviction as fellow human rights defenders all over the world that universal human rights and international standards are essential for addressing global challenges, and are fundamental to the promotion of freedom, democracy, and the rule of law. We trust that Hongkongers believe so too.

(in Chinese only) 回應宏福苑火災聯署發起人被捕事件
11月29日，聯署發起人、中大學生關靖豐（Miles），被警察國安處以煽動罪拘捕。有關的拘捕，懷疑是因關靖豐發起「大埔宏福苑火災關注組」聯署有關。該聯署提出四項訴求：持續支援受災居民、成立獨立調查委員會、重新審視工程監管制度，以及全力追究監管疏忽並問責政府官員。截至被捕前，聯署已獲逾萬人簽署。關注組的社交媒體專頁及聯署帖文在關靖豐被捕後，已經關閉。

12月15日，香港原訟法庭就壹傳媒創辦人黎智英被控「串謀勾結外國勢力危害國家安全罪」及「串謀發布煽動刊物罪」共三項控罪作出裁決，裁定罪名成立。黎智英自2020年12月31日被收押至今，已在獄中逾1800日。
(in Chinese only) 香港人權資訊中心推出「香港人權資料庫」
香港人權資訊中心今日推出香港人權資料庫，系統性記錄及分析香港人權狀況的關鍵資訊。資料庫涵蓋三大主題：聯合國人權條約機構對香港的建議、已根據《公安條例》作出通知的公眾集會，以及與香港人權相關的新聞報導。香港人權資料庫提供中英對照的內容，方便中文及英語用戶使用資料庫了解香港的人權狀況和進行研究、分析。

香港的立法會選舉：還能稱得上民主、自由與公正嗎？
2025年12月7日，香港將舉行第八屆立法會選舉。這是自2021年全面修改選舉制度後的第二次選舉。筆者早前已撰文指出，現行制度在多方面嚴重偏離《公民權利和政治權利國際公約》（《公約》）的要求，此處不再贅述。筆者認為，現行選舉制度與民主原則存在明顯落差。
支聯會案：長期審前拘留下的法治幻象
支聯會「煽動顛覆國家政權」案因不明原因，開審日期從原定的2025年11月被延至2026年1月22日。這已是法院定於5月6 日正式開審後，第二次把審訊日延期。香港政府以「維護國家安全」為名的行動，再次成為破壞香港法治與踐踏人權的象徵。

This report brings to light a grave human rights crisis that demands immediate international intervention. Since the imposition of the National Security Law in 2020 and the subsequent election overhaul in 2021, essential safeguards against torture have been systematically dismantled, leaving vulnerable populations exposed to unchecked abuses.
